UK economy remains in recession

LONDON: The British economy shrank 0.4 percent in the third quarter, surprising forecasters and dashing hopes the country would follow France and Germany out of recession.

The disappointing figure leaves Britain in the grip of the worst downturn since official records began in 1955 and piles pressure on Prime Minister Gordon Brown’’s government ahead of next year’’s general election.

Economists had expected Thursday’’s update from the Office for National Statistics to be a close call between growth and contraction. But most had plumped for slight growth ? and few had forecast a drop large enough to take the total fall in output since the start of the recession to 5.9 percent.

The persistent decline comes despite concerted attempts by the government and Bank of England to boost the economy, including holding interest rates at a record low of 0.5 percent since March, an unprecedented 175 billion pound ($290 billion) injection into the money supply and billions more through fiscal measures.

The main opposition Conservative Party, already significantly ahead in the polls ahead of an election that must be held by the start of June, was quick to use the figures to denounce Brown’’s economic record.

“Britain is still in recession six months after France and Germany came out of recession,” said lawmaker George Osborne, the party’’s Treasury spokesman. “We need urgent new economic leadership in this country.”

Treasury chief Alistair Darling defended the government’’s position, saying he had warned that the recession was always going to be “deeper and more profound than many people thought.” He said there were signs of improvement ? the latest data notwithstanding.

“I”ve always said that it will take time to come through it, now our job is to support the economy as we come through toward recovery and whilst I”ve always said I didn”t expect to see growth until the turn of the year, it will come. I”m confident about that,” Darling said.

But economists said the surprisingly weak third quarter figures, marking the sixth consecutive quarterly contraction, left little room for optimism.

“The … data are a real shocker and desperately disappointing,” said IHS Global Insight economist Howard Archer. “It is impossible even to take comfort from the fact that the rate of contraction moderated, especially as the Eurozone and the U.S. seem highly likely to have grown in the third quarter.”

Britain was hit particularly hard by the global credit crunch because of its huge financial sector, where the government was forced to carry out a multibillion pound bailout of major banks, and higher levels of personal debt among consumers. Like the US, it also faces a collapsed real estate bubble.

In contrast, Germany and France avoided credit-fueled housing booms. They were also less dependent to begin with on banking and did not need to intervene to such an extent in the sector.

The two European countries have also benefited from so-called automatic stabilisers, including more generous social welfare systems that kick in during recessions and help support consumer spending.

As a major exporter, Germany has benefitted from the recovery in the global economy, which has in turn led to a pick up in domestic demand.

Both Bank of England governor Mervyn King and Treasury Chief Alistair Darling have said they expect some modest growth in Britain by the end of this year.

But some economists have warned of a so-called “double dip,” or “W-shaped” recession as pressures intensify in 2010 as some stimulus measures, like a temporary cut in sales tax, come to an end. Unemployment is also rising.

“The fact that the economy is still contracting despite the huge amount of policy stimulus supports our view that the recovery will be a long, slow process,” said Vicky Redwood, an economist at Capital Economics.

Mir Ali, a farmer of Mirpuskhas, has prepared saplings of mango trees in Dehkak area which can bear fruit in all the seasons of Pakistan.

These saplings are now being sold on a small scale.

Regular saplings of mango trees are sold for Rs50 to Rs60 while the price of these have been fixed at Rs100.

Police releases sketch of Peshawar car bomber

PESHAWAR: Peshawar police have released sketch of the perpetrator of Hayatabad car bomb blast, prepared with the help of eye witnesses.

The sketch shows a man in the age bracket of 30 to 35 years, having black moustache and hair. His eyes are hidden behind black glasses and wearing a khaki shalwar.

Chemical warehouse blaze swathes school in Lahore

LAHORE: An abrupt blaze in chemical warehouse in Kharak locality at Multan Road, Lahore burnt down the whole building with black smolder everywhere.

Firefighters are still trying to bring the fire under control.

The inferno was caused by electricity short circuit in the building, which escalated the blaze to an extent that it engulfed a nearby school building and houses surrounding the warehouse had to be evacuated.

Eye witnesses said that an explosion was heard from the chemical warehouse prior to the eruption of blaze.

District administration and rescue teams are still fighting the inferno.

CM Punjab, Shahbaz Sharif has ordered the administration to direct all the available means towards extinguishing the fire.

High-level meeting stresses enhanced cooperation among LEAs

ISLAMABAD: A high-level meeting held under the chairmanship of Prime Minister Yusuf Raza Gilani decided to enhance cooperation among law enforcement agencies and improve operational capability of police, CID and special branch.

Senior military leadership and heads of law enforcement agencies participated in the meeting at PM Secretariat.

Chief ministers of Sindh, Balochistan and NWFP, advisor to Chief Minister Punjab, federal ministers besides Army Chief, DG ISI, head of FC, IGs police and provincial chief secretaries were present.

The meeting took stock of the security measures being adopted across the country, the wave of terrorism and the ongoing operation against terrorists.

The participants reiterated their resolve to root out terrorism by employing all the available resources, sources told Geo News.

It was decided during meeting that the Army will provide training to the police commandoes and equip them with modern weapons.

Decision was also made to release Rs2.5 billion for the relief and support of the displaced persons of Waziristan.

The military representatives gave detailed briefing on Waziristan operation while the Interior Ministry briefed the participants on the overall law and order situation.

Textile sector can?t achieve export targets due to gas load-shedding: APTMA

KARACHI: All Pakistan Textile Mills Association (APTMA) has expressed reservations over non availability of gas to industrial units in Punjab and NWFP.

Vice Chairman and spokesman of APTMA Shahzad Ahmed told Geo News that gas load- shedding in industrial units especially textile sector in the month of October is a violation of agreements and textile policy. He said government had given us assurance that there will be not gas load shedding before December. Textile sector could not achieve export targets of current fiscal year in this situation, he added.

No corruption acceptable in judiciary: CJ

ISLAMABAD: Chief Justice Iftikhar Muhammad Chaudhry on Friday said that appointments in judiciary would be made on merit and honest, hardworking judicial officers would be elevated.

He was talking to a delegation of Supreme Court Bar Association (SCBA) headed by its President Ali Ahmad Kurd, which called on him at the Supreme Court.

The delegation, during the courtesy call, briefed the Chief Justice about suggestions to expedite justice system and problems faced by their community.

They reassured their commitment toward quick disposal of cases and dispensation of justice to the litigants working in extra time and utilizing all energies as desired by the Chief Justice of Pakistan. They also informed him about the problems they were facing.

The Chief Justice directed the office to take necessary action to resolve their problems. He lauded their dedication and efforts during the historic movement for rule of law and supremacy of the Constitution.

He said the whole nation acknowledged the sacrifices and commitment shown by the legal fraternity to bring a true and effective change in the society for the sake of democracy, civilized culture of justice, equality, rule of law and supremacy of the Constitution.

The CJ urged the lawyers that public have great expectations from the Bar and the Bench and their role in redressal of grievances to the litigants by preparing their cases in a very professional manner and assisting the courts not as representatives of clients but as officers of the court, sharing the responsibility to do justice is very essential.

He informed the delegation about the steps and initiatives taken by the judiciary for quick disposal of cases and providing relief to all stakeholders of judicial system.

The CJ said that the civil and criminal courts are being separated so as to expedite disposal in light of NJP. He further told that ratio of hearing of cases (50% new, 50% old) has been fixed under NJPM 2009.

He further told them that emoluments of judicial officers and staff of Punjab High Court have been raised to a suitable level. Efforts are also being made to enhance and equalize the same in other provinces as well.

The lawyers told the CJ that special court might be shifted in vicinity of District Courts so that they find it convenient. The CJ informed them that this matter pertains to High courts and he will have to discuss with the Chief Justice of High Courts for necessary action to facilitate lawyers and litigants.

Ali Ahmad Kurd, President Supreme Court Bar Association lauded the efforts on the part of CJ regarding improvement in judicial system to provide relief to the people, who have great expectations due to overwhelming confidence in the Chief Justice.

He reiterated commitment and dedication for the cause for independent and functional judicial system in the country and assured full cooperation from the members of the bar in this respect.

The Chief Justice presented a shield of honor to Ali Ahmed Kurd as a token of appreciation of the role of bar and services rendered.

Cement exports down by 49pc in September 09

ISLAMABAD : The cement exports remained 355,000 tonnes with 49 percent decrease during September 2009, Geo News reported Friday.

According to Federal Bureau of Statistics (FBS), during the last month, the total cement exports were $38.7 million by registering a 16 percent slump; while, the total volume of the cement exports was 1.721 million tonnes from July to September of the current month, which is 23 percent less than that in the same period last year.

Cement exports, between July and September, were $125 million, which is 12.5 percent less than that in the same duration last year.

Security forces kill 19 militants in Kyber, Mohmand, Dir

PESHAWAR: Security forces have killed 19 militants and arrested 41 suspected terrorists in Khyber Agency, Mohmand, and Lower Dir.

In an operation security forces killed 4 terrorists and destroyed 4 vehicles at Gorgari in Kyber Agency, FC media cell reported.

Meanwhile, 25 suspected terrorists were detained during a search operation in Shalobar, Tehsil Bara.

Security forces also conducted operation in Mohmand Agency, killing 15 insurgents and injuring 14 at Kozchanari, Ghanamshah and Ziarat.

Two shops and ten terrorist hideouts were also ruined in the operation, while 14 terrorists have been caught at Lal Qila and Mira Mai, in Dir district.
